Paul Koons

ERS Division Manager & Emergency Response Director

Mr. Koons is the Division Manager and Senior Emergency Response Director for ERS.  In addition, he is the principle instructor for the range of training courses offered through the ERS Curriculum (40 Hour HAZWOPER, 24 Hour Emergency Response, 24 Hour Incident Command System, 8 Hour Supervisor, and 8 Hour Annual Refresher Training).  Participants in the various classes presented include U.S. Army Corps of Engineers, local and regional environmental firms, prominent industrial and manufacturing sector employees, members of he oil and gas industry, municipal and rural fire departments, and representatives of the legal and real estate professions.

Mr. Koons has performed as incident coordinator during environmental response operations for over 1500 spills and releases since 1990 for Environmental Remediation Specialists.  He has provided guidance as an advisor for fire departments, cities, and counties within Oklahoma in regards to environmental disasters, spills, and incidents.

Mr. Koons has been involved in the health, safety, and environmental field for 19 years.  His education coupled with field experience enables him to pragmatically evaluate a given circumstance, make sound decisions, and formulate a systemic approach to solving the problem.  His expertise includes performing general site inspections, preparing emergency response plans, writing site safety plans, writing respiratory and hazardous communication programs, performing Phase I Environmental Assessments, site remediation, emergency response, and consulting in areas pertaining to health, safety, and environmental issues.

Associations and Civic Involvement

Mr. Koons has instructed, throughout Oklahoma, many fire departments, police departments, emergency medical services, civil emergency management personnel, sheriff departments, and members of the Oklahoma Highway Patrol in the arena of hazardous material emergency response and environmental incident preparedness.  Mr. Koons supports continuing education events for emergency personnel and has served as an evaluator during disaster drills and hazmat scenarios.  Mr. Koons is a honorary member of International Who's Who of Professionals.  Mr. Koons is also a member of the Environmental Assessment Association with the designation of Certified Environmental Specialist (CES) and Certified Environmental Inspector (CEI) in addition to a Department of Labor OSHA Certified 501 Course Instructor.
